Tanauan,
Leyte (October 21) -- The National Computer
Center (NCC) in partnership with the Regional
Information Technology and eCommerce Committee
cited the winners in the Search for Regional Best
LGU Websites on October 18, 2007 at the SMED Center
at the Capitol Grounds.
NCC's Claire Fernandez and RITECC Chairperson
and Department of Trade and Industry Regional
Director Cynthia Nierras presented the plaques
to the winners of the Municipal Category, City
Category and the Provincial Category, during the
Awarding Rites which coincided with the RITECC
meeting.
The websites of the Province of Eastern Samar,
the City of Ormoc and the Municipality of Tanauan
in the Province of Leyte, have been adjudged as
this year's Best Provincial Website, Best City
Website and Best Municipal Website, respectively,
in Region 8.
Except for the Municipality of Tanauan where Mayor
Roque A. Tiu and the LGU IT staff accepted the
award personally, the other winners only had their
IT staff to receive the Award.
Ms. Fernandez said that the Search for the Best
Regional Websites for Local Government Units 2007
is in pursuit of the NCC and RITECC's goal that
the Region's websites should be citizen-centric.
Ms. Fernandez added that the Contest is also in
line with the upcoming 10th Philippine Web Awards
where the winners are also finalists.
The contest sought to encourage local government
units with a static web presence to upgrade to
a higher website stage. It aimed to facilitate
the transformation of an LGU's existing website
to a citizen-centric web presence and to enhance
the interaction between the local government and
its citizens by institutionalizing a citizen-centric
website.
The judges composed of Ms. Claire Fernandez of
the National Computer Center, Mr. Eliseo Padagdag
of TESDA, Mr. John Glenn Ocana of DOST, Ms. Lillian
Madjus of DILG, Ms. Mialyn Boco and Ms. Badette
Corsiga of DTI and Ms. Raquel Baguna of NEDA,
did the online judging from September 14-18, 2007
and had a meeting after the consolidation of their
scores.
The criteria for judging include Content Design
and Organization in conformity with LGU Citizen
Centric Map which has weight of 55%; Creativity
including light graphics and fast page loading,
25 %; Overall Functionality which includes add-ons
like guestbook, downloadable forms, site search,
announcements, newsflashes, current events and
other functionalities, 20%.
Additional points of 10% are given to the nominees
for their representation of the Region in the
Philippine Web Awards.
The finalists for the provincial level are the
provinces of Eastern Samar, Northern Samar and
Biliran while the finalists for the city level
are the cities of Ormoc, Calbayog and Maasin.
For the municipal level, the finalists are Tanauan,
Leyte; Dulag, Leyte; Jaro, Leyte; Burauen, Leyte;
Malitbog, Southern Leyte and Palo, Leyte.
Encouraged by the success of the Search, RITECC
Chairperson Cynthia Nierras announced that the
search will again be conducted next year. (PIA
